我国医疗卫生体制改革中“政府主导”还是“市场主导”的争论由来己久。“看病贵”、“看病难”的根疾,有人归结为市场化,有人则认为是政府干预过多。医疗服务、基本药物供应等领域,政府是应积极介入主导,还是应该由市场来主导资源配置?对此首先需要明确的,就是政府在医疗卫生服务供给中的责任边界。

The argument of “government dominance” and “market dominance” has been a long-standing issue in our country’s medical and health care system reform. The source of soaring medical expenses and declining availability of medical services is boiled down to marketization or excessive government interventions by some people. What should the government do in terms of supplying mdical services and basic drugs, positively intervene or let the market dominate the allocation of resources? The government’s responsibility boundary in supply of medical and health care services is the first thing must be made clear.

《保密协议》

WHEREAS, both parties to this Agreement consider the disclosure of TECHNOLOGY to RECIPIENT to be necessary and desirable for the purpose of facilitating discussion and evaluation of possible collaborative research, development activities, commercialization of TECHNOLOGY and/or other related activities; and

《保险合同》

Article 12 If an insurance contract is entered into by using the standard clauses of the Insurer, the Insurer shall provide an insurance policy with standard clauses attached and explain the contents of the contract to the Applicant. For those clauses exempting the Insurer from liability in this Insurance Contract, the Insurer shall sufficiently warn the Applicant of those clauses in the insurance application, policy or other insurance certificates, and expressly explain the contents of those clauses to the Applicant in writing or verbally. If the Insurer fails to warn or explain thereof, those clauses shall not be effective.

《吉隆坡判决书》

We wish to bring to your attention Rule 13(1) and Rule 13(2) of the KLRCA Arbitration Rules which states that the Director of the KLRCA shall fix a Provisional Advance Deposit which is intended to cover the costs of the arbitration. Such amount shall be paid in equal shares by both parties and is payable within 21 days upon request from the KLRCA. In the event that the parties fail to pay such deposit, the Director of the KLRCA shall inform the other party/parties so that one or another of them may pay the required amount. The arbitral proceedings shall not proceed until such Provisional Advance Deposit is paid in full.
